Apply today: Scholarships and Educational Exchanges for Development – Phase 2 (SEED-2)
January 20, 2026 – Global Affairs Canada is pleased to launch the Scholarships and Educational Exchanges for Development – Phase 2 (SEED-2) program! This program is an expansion of the Canada-ASEAN Scholarships and Educational Exchanges for Development (SEED). SEED-2 is funded under Canada’s Indo-Pacific Strategy, and contributes to strengthening people-to-people ties between Canada and the Indo-Pacific region.
SEED-2 is now accepting applications for scholarships for students in 2026-2027. Canadian post-secondary institutions must apply online on behalf of eligible candidates.
Global Affairs Canada is offering scholarships to students from Member States of the Association of Southeast Asian Nations (ASEAN), Pacific Island Countries and Mongolia to conduct short-term study or research in Canadian post-secondary institutions in areas that contribute to the implementation of the 2030 Agenda for Sustainable Development.
The program is expanding into this second phase by:
- Adding the newest ASEAN Member State as an eligible country: Students from Timor-Leste are now eligible for SEED-2, in addition to students from all other ASEAN Member States.
- Expanding geographically into new Indo-Pacific countries: Students from fourteen Pacific Island Countries and Mongolia are now also eligible for SEED-2.
Additional opportunities under the SEED-2 program will be announced at a later date as the program continues to expand.
